Who Cares? Scotland is Scotland’s only national independent membership organisation for Care Experienced people. Our mission is to secure a lifetime of equality, respect, and love for Care Experienced people in Scotland.
At the heart of our work are Care Experienced people’s rights the power of their voices to bring about positive change. We provide individual, relationship-based independent advocacy, and participation and connection opportunities for Care Experienced people across Scotland.
We work with policy makers, leaders, and elected representatives locally and nationally to shape legislation, policy and practice and build on the aspirations of The Promise to secure positive change.
As the national membership organisation for Care Experienced people, we know first-hand the real-life impact of advocacy. With lots of decisions being made by professionals around them, advocacy empowers a Care Experienced person to have their views heard and rights upheld. That’s why we launched our Action on Advocacy campaign aiming to influence an upcoming Bill in the Scottish Parliament. We called for a statutory right to independent, relationship-based, lifelong advocacy for all Care Experienced people who need it. March 2026, this right was enshrined in the Children (Care, Care Experience and Services Planning) (Scotland) Bill which MSPs passed unanimously.
