This research paper presents a 'scorecard' of indicators of social exclusion in Scotland for 1999. The indicators, covering six dimensions, illustrate the scale and distribution of exclusion and were designed to inform the measurement of progress in reducing it. The paper considers of the value of this methodology and proposes improvements to the methods current at the time for tracking levels of exclusion in Scotland.
