The CJS programme was underpinned by a number of important principles including:
- Targeting young, unemployed people
- Jobs across all Scottish local authorities
- Jobs in the voluntary sector
- Jobs offering community benefit
- Jobs lasting at least 6 months and paying at least national minimum wage
- Focus on job sustainability
