In many cases, public resources received by voluntary organisations will not be deemed to be subsidies as the activities funded are non-economic.
However, if a subsidy does exist, this does not mean funding is prohibited. The public authority simply needs to follow the subsidy control rules.
For the recipient, this may include confirming eligibility, complying with scheme conditions, and keeping appropriate records. These terms should be set out as part of the conditions of financial support that are agreed with the public authority.
