This document details the work of the Scottish Parliament for the next 4 years from May 2003. It sets out the plans of the government with relation to areas such as the economy, transport, health, education, sport, culture and the arts, and justice. It is a jointly-authored document, representing the intention of the Scottish Labour Party and the Scottish Liberal Democrats to work together, and a statement from the leaders of these parties is included at the beginning.
