"The purpose of this paper is to set out a strengthened approach to prevention across the Lothian health and care system. Prevention is one of the most cost-effective interventions the NHS and wider healthand care system can make in relation to improving population health and reducing inequalities. Maintaining a focus on primary, secondary andtertiary prevention is critical in delivering long-term sustainability and reducing the future burden on the health and care system.
Delivering against our ambitions to improve population health and narrow inequalities in the current financial environment is challenging.However, it will be important to protect investment in prevention (where there is a demonstrable impact and return on investment in relation to population health outcomes) to minimise the risks associated with short-term financial decisions in terms of population health and inequalities."
